The essentials
Venezuela does not exit the disaster just by changing presidents. It exits if the new power enters with a design capable of dismantling the old system without becoming the new problem.
The reconstruction must not be presented as a chaotic list of laws, but as a sequence of waves. The sequence is not accidental: first the state is secured, then it is cleaned and disciplined, and only afterward does the long framework of property, return, sovereign savings, and reparation open.
This option is the best scenario if Venezuela decides to remain sovereign. It is also the minimum platform if it ever aspires to negotiate a deeper incorporation with the United States from strength rather than from ruin.
Iron rules ahead of heroes, and limits that keep the reconstruction from repeating the pathologies it claims to want to cure.
